     Stanley E. Phill’s is the Founder and Executive Director of A Caring Safe Place, Inc., A Caring Safe Place Homebuilders and Founder, as well as the Senior Pastor of A Safe Place Church. Stan’s ongoing life service began with the desire to serve by helping those struggling in critical areas of their lives. He didn’t stumble into this line of ministry; he knows that he was chosen. In many ways, Stan's life has closely mirrored those of many that he helps today. He understands a lot of what they experienced, from growing up encountering difficult times, being the youngest of seven children and subjected to many undesirable side-effects of poverty-stricken communities. He has seen it all and through his testimony and work, helps to improve the lives of others.

     After working closely with disenfranchised, dually diagnosed populations for five years, Stan began to see gaps in services and areas of need that were not being fulfilled. This led to him founding A Caring Safe Place in 1997 and A Safe Place Church in 2002 to further assist those in need. He has earned two Associate degrees from the International Christian Institute and the College of Biblical Studies and a Bachelor of Leadership of Science degree from the College of Biblical Studies. Stan is a certified developer and social entrepreneur, who holds countless other certifications ranging from social service delivery to fortified home building. He is also the author of the book “Provisions Unlimited”.

     The City of Houston awarded A Caring Safe Place grant funds in the amount of $1.3 million to construct an 8,600 square foot state of the art transitional living center in Houston’s Fifth Ward neighborhood, which was completed in 2007; $2.4 million to construct a 15-unit permanent housing apartment complex, which was completed in May 2012, and $2.3 million to build affordable single-family homes, completed in May 2021.

     Stan is a visionary who works tirelessly to uplift and revitalize communities by helping to heal and transform the lives of those within the City of Houston. His latest endeavor, single-family home development, will help low to moderate income persons and families realize the dream of home ownership. He has a team of qualified professionals who support daily operations and activities of all programs and projects.

     Stan has been married to his lovely wife, Stephanie, for over 25 years. He is the father to four daughters, and four granddaughters.
